Seminar “Ethics and recruitment of members of the supreme administrative courts and councils of state”

The President of the Administrative Court Judge Radojka Marinković, Judge Minja Bikicki and Advisor for International Cooperation, Professional Development and Training Sonja Vujčić, participated in the seminar entitled: “Ethics and Recruitment of Members of the Supreme Administrative Courts and Councils of State”, held in Versailles, Republic of France, on 29th November 2024, organized by the “ACA-Europe” and the French Council of State.

In the introductory part, the participants of the Seminar were addressed to by the Vice-President of the State Council of France Didier-Roland Tabuteau, the President of the Administrative Court of Appeals in Versailles Nathalie Massias and the President of the Supreme Administrative Court of Finland and President of the “ACA-Europe” Kari Kuusiniemi, who welcomed the participants and thanked them for the detailed information they had provided via the questionnaire on the topic of judicial ethical code, election of judges, recruitment of the professional staff and legal framework which regulates these issues.

The Seminar was divided in three sessions, two of which were dedicated to the topic of ethics, while the subject of the third session was recruitment of members of the supreme administrative courts and councils of state. The Seminar had interactive character and all the participants shared interesting examples on the mentioned topics, along with rich discussion, exchange of experiences and presentation of national legislative frameworks and organization of supreme administrative courts and councils of state in European countries. The moderators were the Section President of the Council of State of France Rémi Bouchez, Chairman of the College of Ethics of the administrative jurisdiction Christian Vigouruoux and Secretary General of the Council of State of France Thierry-Xavier Girardot.

Finally, the Seminar was concluded with closing speeches of the Vice-President of the Council of State of France Didier-Roland Tabuteau who thanked those in attendance on their participation and contribution to the successful completion of the Seminar.

The active participation of the Administrative Court of the Republic of Serbia in the work of the “ACA-Europe” within the framework of seminars and other activities is significant for familiarization with the current practice and comparative legislation aimed at strengthening the capacities and needs of the administrative justice reform in the Republic of Serbia.
